On 28 July 2026 the Minister for Primary Industries announced new Queensland drought declarations and the reinstatement of Drought Carry-on Finance Loans and Emergency Drought Assistance Loans for eligible Queensland primary producers. As a solicitor and then Barrister, Kelly has worked in the Resources sector since 2007. This sector has a considerable overlap with primary industries. Kelly has represented a number of primary industry landholders against resource entities, and in so doing has obtained a close understanding of primary industry operations and finances across feedlots, cattle, grains and other sectors. Kelly holds a degree in Commerce, having undertaken business finance at university. Kelly is a director of a number of companies and reports to members in respect of the financial management of those organisations. Kelly has successfully ran her own businesses since 2010. She also owns and operates a small farm in the Gold Coast Hinterland with her husband and daughters.
